Arriving into Phnom Penh, back pack and a rough itinerary; I sought out a Tuk Tuk driver and asked him to take me to a hotel near the centre that would cost no more than $30 US per night.

The friendly driver sped through the bustling streets and dropped me at the Emerald Morakat Hotel..
The staff were friendly and welcoming, the drivers outside all introduced themselves and offered their services.
I told the reception of my $30 budget and they were happy to accommodate me into a room with queen bed, tv and air con. The view was none de-script and toilet/shower facilities very basic but for $30 a night that's to be expected. 

This aint the Hilton so shouldn't expect luxury, and on that point and in response to the other reviews, prostitutes frequent luxury hotels too, not just budget ones.

The hotel is situated close to the central market and shopping area, but a good 30 minute stroll to the bars and river front, where all the backpackers and tourists tend to hang out, which I guess is good in some respects.  Just be sure to take a map and be careful travelling after dark. I didn't experience any danger but like any city you must be concious of your surroundings. 

One night I found myself in a Cambodian nightclub a few blocks away from the hotel, where I was the only tourist, it was a nice experience to see the locals letting their hair down and probably not something many visitors experience.

The staff were all very helpful and chatty, they always took the time to serve drinks and were polite and courteous.  The travel desk also helped book ongoing travel and accommodation for me in Siam Reap and it was all very reasonably priced.

The drivers and security were also great to talk to and hang out with. One night the bar was closed and I asked the guard if there was anywhere to get a drink, he said yes and I gave him some money. 10 minutes later he returned with half a dozen beers and we all sat down outside the hotel drinking and chatting in broken English.

If your looking for a cheap place, somewhere to rest and sleep, to experience Cambodia with the locals this is a great hotel.

You get what you pay for, and at the budget end of the spectrum this is a great place

20 dollars a night, no noise, no hot water (at the same time it's hot) otherwise it's a very comfortable hotel with wifi, satisfied but too expensive as much to go to a cheaper guest house and as well to see even better

I absolutely agree with the 'Global Walker'. The Morakat is a great hotel. I have stayed there five times, over the past twelve years. Always clean and tidy, never (knowingly) seen prostitutes there. The staff are always polite and friendly. Weedulus and true_critic must be from a competitor hotel. Lying_critic, more like!

Good hotel

This hotel located near the bus station, the central market and the riverside is in walking distance. The hotel is old in kind of Chineese style, very clean and I beleve the owner have listen to the critisism in the other reviews here. Good working aircon. clean cheats every day, I saw no hookers, maybe because I spend most of my time exploring the city itself. see map [--]
The city is like Bankok in the 1990s dirty, smoky and almost loke Bangkoks trafic intensity of today. One big diference is you see cops in the streets both day and night and I beleve the small crime rate is high most companys and hotels have security persone in uniform outside every night.

Perfect location to explore Phnom Penh.

We saw a group of foreigners with prostitutes at the hotel lobby. The gentleman at the counter was pleased to tell us that bringing prostitutes to this hotel was very popular. We left after one night.  We strongly disagree with that kind of practice.  We were disgusted to be sleeping in their beds.  Ever since that experience, we only stay at hotels that have a no prostitution policy, and we are more than happy to pay extra.

We travelled with family, and needed a place that was budget and would accommodate for 5 rooms.  In Cambodia we usually judge our accommodation in the order of bathroom/toilet, smell of room and beds. Every room and part of this hotel was germ breeding pit. The lady at the counter was so arrogant, and her service was appalling. Stay here only if you're desperate.

Prostitute galore!

We arrived late at night so we were first happy then we get the message that we can sleep there. But then we came up to the room in the fourth floor we get a shock. Everwhere were used condoms and sperm beads. The toilet was unuseable because it was without a toilet lid and very very very dirty. I have to say this hotel is a hour hotel too. Many prostituets looked at us very bad because we were traveling with the whole family.

Result: Morakat Hotel is maybe one hour nice but not for travellers
              that spend there holiday with the family.
