The staff at Bremen Hotel are among the most helpful I have come across. 

We spent 3 nights in Harbin at the Bremen Hotel in an executive suite. Very comfortable accommodation for my family of 4, including two teenagers. The fixtures and fittings are a little tired, but this does not detract from the comfort and service. 

We were there in Dec, so the hotel was cosy while it was -20 outside. The location is easy walking distance to several restaurants and the Harbin Train Station. 

Language was often a barrier, but we all happily used translation apps to work through explanations.

Whether it was explaining local restaurant locations, helping to get a cab or fixing zippers on jackets the staff were very helpful and obliging.

Friendly service

The worst hotel/hostel ever.
  1) Low quality and unfriendly service. It was the worst ever check in. They didn't find our reservation and it took them 25 minutes to solve the issue. The key which they at last gave us was not working at first time. We changed the key. Than it appeared that they gave us twin bed room when in reservation it was clearly written king size bed. The worst is that they didn't want to believe us and we had to persuade them by showing our booking confirmation. And of course, no English, all conversations were in Chinese.
  2) Cleaning issues. Even though the bed had clean linens, the rest of the room was not that clean. In general, It was not extremely dirty but you can see that the cleaning was not good enough. 
  3) there was NO hot water. Only little warm. And it was Harbin where the winter temperature is -30 degrees. Moreover for half of the day we didn't have any water, because something was broken. 
   4) Finally, the room by itself was cold, because they have this old heating system hidden in wood under the window. When we asked for heater they just didn't have it (to their respect, they checked with housekeeping). At least, they gave us extra blanket. 
    
    I completely understand, that I shouldn't expect 5 star service from a 3 star hotel but this property just missing the basics. Considering that it is local hotel chain is just unacceptable. Please avoid this establishment at any cost. The one and only positive thing is the location close to central train station.

Avoid this place at any cost

If you only plan on being in Harbin for a day or two and are traveling by train, the Bremen Hotel is a great choice. The hotel is only about a 3 minute walk from the train station exit, which is a God-send if you're visiting in the winter and have to brave below zero temperatures. There's a Dico's (Dico's is a little something like KFC, but don't expect mashed potatoes or anything like that) attached to the hotel, which you can access via the first floor. There's also a bus stop just outside Dico's, which you can use to get around Harbin. Anyways, the rooms themselves are nothing special - they're a little aged, but they get the job done. When we visited, in January, they were warm and toasty, which was great considering how cold it was outside. I want to note, you probably will want to at least speak a little bit of Mandarin if you plan on staying here. Also, the tour planner on the first floor, he's a nice guy, but it's better just doing things your own way and not trying to manage site tours through him. We did one night, and it ended up being more of a hassle than we appreciated. Though, everything did work out in the end.

Right Next to the Train Station

Conveniently located the reception staff know some basic English and were quite helpful. The room was OK being clean comfortable and warm but the carpets and some other furnishings look a little bit tired and old. 
The buffet breakfast was good if you like the local cuisine - don't expect western food. For those who are adventurous there are many good cheap restaurants nearby.
Overall I would recommend it as at a  rate of 199RMB* for a standard room you get what you pay for.
* If you book via a chinese language website you  should be able to get a discount if you shop around.

Cheap and Cheerful

I found the Yunma hotel on an English hotel booking website, and the reservation went through ok.
However, when I arrived, the surprises began:
The hotel had increased the rate of the (confirmed) booking by 20 RMB/night; they may have had an explanation, but since no one spoke a single word of English, I missed it...
Next they insisted on a deposit of 600 RMB on top of the approx. 900 RMB hotel bill, all payable in cash in advance!!! Since I live and work in China, that's an incredible amount of money... 
The room was clean, but next to an incredibly noisy elevator that kept me entertained from 6:60 until just before midnight.
While the hotel did provide the advertised hot water 24/7, the shower changed every 2-3 s from scalding hot to rather cold - just what you don't want for your morning shower.
At 228 RMB/night for a double during the ice lantern festival the Yunma is a cheap place, but just that: cheap - not value for money.
